South African Connect Broadband Research Programme

SA Connect is name given to the South African Government’s policy to drive greater access and usage of broadband services at affordable prices. This ambitious policy is based upon four pillars targeted at driving significantly greater digital inclusion and the lowering of the costs-to-communicate for all citizens. Several references and commitments to this programme were made in President Zuma’s SONA 2015 although the interpretation of Telkom’s role remains unclear.

The opportunities that the policy represents for operators, service providers, equipment vendors and allied professional service providers are not immediately clear. Determining the commercial ramifications of the policy is certainly not trivial and careful interpretation is required to qualify and quantify these.

To this end, BMI-T has designed and developed our SA Connect Broadband Research Programme to critically review the regulatory environment surrounding the policy, to identify the key uncertainties and sketch out the possible implementation scenarios that may unfold. The study considers the impacts at both national and provincial levels with a modular programme that provides for a wide range options including access to detailed market models including access to a unique GIS portal. The study concludes hard facts and figures related to the realisation of the policy.
